3-Engineering, LLC, was formed in 2006 to provide decentralized wastewater management services internationally. The firm has serviced a range of individual, commercial, and industrial clients since its inception, providing a range of technical services. Clients have included individuals wishing to develop single lots, developers requiring assistance developing parcels, manufacturers seeking product development and approval, and utilities considering expanded markets. The firm has produced feasibility studies, detailed contract documents (designs and specifications), preliminary engineering reports, facility evaluations, soil and site investigations, product reports, code language, and technical assistance. The firm provides engineering services to the entire decentralized wastewater community: manufacturers, regulators, and consumers.
It's founding principal is Bennette D. Burks, P.E. Mr. Burks has over 20 years' experience in water and wastewater process design, much of that experience focused on decentralized wastewater management. Mr. Burks' experience ranges from academic to regulatory to private industry.
Most recently, Mr. Burks was Director of Engineering for a manufacturer of wastewater treatment products intended for residential and small commercial occupancies. In that position, Mr. Burks was responsible for product development, performance issues, regulatory coordination, dealer technical support, and training for products and services provided by the company. Previously, Mr. Burks was director of Field Operations and Section Chief for Onsite Sewage for the Wisconsin Division of Safety and Buildings. As a bureau director, Mr. Burks managed the operations and personnel of the Division?s safety-related inspection programs, inspection-related credentials, and distributions under the ?Wisconsin Fund.? As Section Chief, Mr. Burks managed all activities, including code development, code interpretation, plan review, county auditing, and inspections related to onsite sewage systems in Wisconsin.
Mr. Burks has developed, drafted, and presented a wide range of technical papers, technical presentation, policy documents, and other material intended for industry professionals, regulators, policy makers, and owners. Mr. Burks is co-author of Onsite Wastewater Treatment Systems, which has been a standard industry textbook on onsite wastewater treatment. His work has been featured in ?Journal of the Water Environment Federation,? ?Journal of the National Environmental Health Association,? and symposia proceedings. He has been featured on "Extreme Makeover: Home Edition." Mr. Burks also holds a patent for a wastewater treatment system he designed. Mr. Burks is a registered professional engineer in Florida, Maryland, New York, Ohio, South Carolina, Wisconsin, and Virginia.
